Joyce Parker, president and CEO of The Municipal Group, has more than 20 years of experience as a community administrator, having managed suburban communities, urban cities and charter townships with rapid growth and development. She is a credentialed city manager and has developed budgets up to $250 million and led organizations with 800 employees.

Parker most recently served in Gov. Gretchen Whitmer’s administration as the deputy state treasurer, where she oversaw state and local government finance programs. Prior to her work for the state, Parker provided government services to cities, townships, counties and state government. Recent clients included the City of Flint, the City of Inkster, the Michigan Townships Association and the Michigan Municipal League. Parker has also served as the assistant city manager for the City of Jackson, township manager for Buena Vista Charter Township; city manager for the City of Saginaw, city manager for Elgin, Ill, and community development director for the City of Flint. 

Parker also worked with school districts on a consulting basis and provided city management services in Ecorse and Allen Park, where she helped restore those municipalities to being fiscally solvent.

She is a member of the Michigan Municipal Executives, International City/County Management Association, the State of Michigan Library Network and the Michigan Infrastructure Council. She is a recipient of numerous awards, including: the Spirit of Saginaw Award from the Saginaw County Chamber of Commerce; Crain’s Detroit Business Newsmaker of the Year Award; the Michigan Municipal League Jim Sinclair Exceptional Service Award; the NAACP Great Expectation Award; the Michigan Chronicle Women of Excellence Award, and the Outstanding Public Service Award from the American Society for Public Administration.

Parker holds a master’s degree in public administration from the University of Michigan-Flint and a bachelor’s degree in marketing from Kent State University.
